Trump Announces First New U.S. Oil Refinery in 50 Years – $300 Billion Project
President Donald Trump has announced what he calls one of the most significant energy investments in modern American history: a $300 billion project to build the first new oil refinery constructed in the United States in half a century. The massive facility, planned for the Port of Brownsville in Texas, is backed by investment from Indian billionaire Mukesh Ambani’s Reliance Industries and is being developed by a company called America First Refining.
Trump presented the announcement as a major victory for his economic agenda and a powerful signal that global investment is returning to the United States.
“THIS IS A HISTORIC $300 BILLION DOLLAR DEAL — THE BIGGEST IN U.S. HISTORY,” Trump said in a post on Truth Social. “America is returning to REAL ENERGY DOMINANCE.”
The refinery project represents a dramatic shift for an industry that has struggled for decades to build new large scale facilities in the United States.
A New Refinery After 50 Years
The United States has not built a major new refinery in roughly fifty years. While existing refineries have been expanded and upgraded over time, constructing an entirely new large facility has not happened.
Trump framed the project as proof that his administration’s policies are finally clearing the barriers that discouraged investment for decades.
“It is because of our America First Agenda, streamlining Permits, and lowering Taxes, that have attracted Billions of Dollars in Deals coming back to our Nation,” Trump said.
According to the announcement, the refinery will be located at the Port of Brownsville, a key Gulf Coast shipping hub with access to global markets. The plant will be designed to process American shale oil and convert it into refined fuels and other products for both domestic use and export.
The project arrives at a time when global energy markets have been under strain due to geopolitical tensions and disruptions to oil supplies.
A Massive $300 Billion Project
At an estimated $300 billion, the refinery would be one of the largest energy infrastructure projects ever undertaken in the United States.
The facility is expected to process 1.2 billion barrels of American light shale oil. That crude oil supply alone is valued at roughly $125 billion. Once refined, the facility is expected to produce about 50 billion gallons of refined petroleum products worth approximately $175 billion.
Combined, those figures form the basis of the massive $300 billion project value.
The refinery will focus entirely on U.S. shale oil, an important point given the country’s rapid expansion in shale production over the past two decades.
“The United States has a surplus of light shale oil but a shortage of refining capacity designed to process it,” said Trey Griggs, president of America First Refining.
According to Griggs, the new facility will help solve a structural imbalance in the U.S. energy system by creating refining capacity tailored specifically for American shale production.
“This refinery would strengthen the domestic supply chain,” he said.
Global Investment Flows into Texas
One of the most striking aspects of the project is the international capital backing it.
The investment is being supported by Reliance Industries, the Indian conglomerate controlled by billionaire Mukesh Ambani. Reliance is already a major force in global energy infrastructure and owns the world’s largest oil refinery complex in Jamnagar, India.
The company currently has a market capitalization of about $206 billion.
Trump publicly thanked the company for participating in the project.
“Thank you to our partners in India, and their largest privately held Energy Company, Reliance, for this tremendous Investment,” Trump wrote.
America First Refining has also revealed that the project includes backing from another major global investor. The company said it received a “9-figure investment from a global supermajor at a 10-figure valuation,” though it did not disclose the identity of that partner.
In addition, the same investor has signed a 20 year agreement to purchase, process, and distribute shale oil sourced within the United States.
The deal underscores how international companies are increasingly seeking long term partnerships in American energy infrastructure.
Economic Impact for Texas
The refinery is expected to deliver a major economic boost to South Texas, particularly the Brownsville region along the Gulf Coast.
Trump emphasized the scale of the potential benefits in his announcement.
“It will power Global Exports, and bring THOUSANDS of long overdue Jobs and Growth to a Region that deserves it,” he said.
The project is expected to create thousands of construction jobs as the facility is built, followed by permanent jobs in operations, logistics, and energy processing.
The refinery will also support exports by sending refined petroleum products to global markets through the Gulf Coast shipping network.
Trump described the facility as a strategic asset for the country’s energy system.
“A new Refinery at the Port of Brownsville will fuel U.S. Markets, strengthen our National Security, boost American Energy production, deliver Billions of Dollars in Economic impact,” he said.
Energy Security and Global Markets
The announcement comes at a time when global oil markets have been volatile.
Crude prices recently surged amid escalating conflict in the Middle East. Disruptions tied to tensions involving Iran have pushed energy security concerns back to the forefront of global politics.
At one point, oil prices climbed close to $120 per barrel.
Even after some stabilization, U.S. crude traded around $84.71 per barrel while Brent crude rose to nearly $89.
Higher oil prices can make refining projects more attractive economically, especially when they are tied to large domestic supplies like American shale.
The new refinery will convert U.S. crude into fuels that can be used both domestically and internationally, strengthening supply chains and reducing reliance on foreign refining capacity.
A Symbol of Trump’s Energy Agenda
For the Trump administration, the project is being presented as a major milestone in its broader push for what the president calls “energy dominance.”
The policy focuses on expanding production of oil, natural gas, and other energy resources while encouraging large scale industrial investment.
Trump argued that the refinery demonstrates that global investors are responding to those policies.
“America is returning to REAL ENERGY DOMINANCE,” he said.
The president also emphasized that the facility will be designed to meet modern environmental standards.
He called it “THE CLEANEST REFINERY IN THE WORLD.”
Whether the project ultimately reaches its full scale remains to be seen, but the announcement alone marks a dramatic moment for the U.S. energy sector.
If completed as planned, the Brownsville refinery would represent the first new American refinery built in fifty years and one of the largest industrial investments ever announced in the country.
For Trump and his supporters, it is proof that his promise to attract massive new investment into American industry is beginning to take shape.
